Occupancy sequence decision
Use one decision for each work area and each period of the schedule.

Occupancy is one of the first questions KIBA asks about a property because it changes how the work can move. An occupied unit, church, office, or apartment building has people, schedules, belongings, and daily operations to protect. A vacant property gives the field team more control of access, but it may have unknown utilities, deferred conditions, security concerns, or limited oversight.
Neither status automatically makes a project simple. The sequence should respond to the actual areas, users, and constraints.
Define occupancy by area and time
A property can be occupied and vacant at the same time. Some units may be open while others remain in use. A church may be empty during the week but active on evenings and weekends. An office may release one suite while common areas stay open.
Build an occupancy map that identifies:
- Areas in active use
- Vacant areas available for construction
- Shared paths that must remain open
- Times when work is restricted or preferred
- Areas scheduled to change status during the project
- The person responsible for releasing and accepting each area
Update the map as the project moves. A schedule built on an old occupancy list will fail even when the trade sequence is otherwise correct.
Put access responsibility in writing
For occupied work, the owner or property manager should control resident, tenant, staff, or congregation communication. The construction team needs a clear process for receiving access, reporting a failed access attempt, and protecting keys or credentials.
For vacant work, establish who holds the keys, who may enter, whether an alarm or lockbox is active, and how the property will be secured at the end of each shift.
The schedule should show access as a prerequisite. If a room or unit is not released, the crew needs direction on whether to move to another area, return later, or stop that portion of work.
Match protection and cleanup to the use of the building
An occupied area may require temporary barriers, floor protection, controlled material movement, and cleanup that allows normal use between shifts. The scope should identify what must be installed, maintained, moved, and removed.
A vacant property still needs protection. Finished surfaces, new materials, open walls, and equipment can be damaged when several trades overlap. The difference is that the protection plan can often remain in place longer because daily users do not need the same paths.
Decide where materials, tools, and waste can be staged. If the property cannot provide a secure location, the project may need smaller deliveries or more frequent removal.
Plan shutdowns around the people affected
Work involving water, power, heating and cooling, access controls, or other shared systems may affect areas outside the immediate scope. Identify the affected users and the person who can approve the shutdown window.
Before the interruption, confirm the area, system, expected work, communication owner, access, and plan to return the system to service. If the field conditions differ from what was expected, the team needs an escalation path rather than pressure to continue under an outdated assumption.
The responsible trade should confirm the technical steps for the actual system. The construction sequence should show how that work connects to access and operations.
Choose the size of each work release
Occupied projects often move in smaller releases: one unit, room, floor, suite, or zone at a time. This limits disruption and gives the owner a clear handoff point. It can also add mobilization, protection, cleanup, and coordination effort.
Vacant projects may allow larger areas to open together. That can improve trade flow, but only if materials, decisions, inspections, and downstream work are ready. Opening every room at once can create unfinished work across the whole property.
For each release, identify:
- The exact area included
- The work and trades expected
- The owner decisions required before start
- The protection, shutdown, and inspection needs
- The punch-review point
- The conditions for handing the area back
Keep a recovery path in the schedule
Access changes. A resident may be unavailable, an event may be added, a vacant unit may not be ready, or a concealed condition may stop one trade.
Build a short list of alternate ready areas that a crew can move to without creating disorder. An alternate area should have approved scope, access, materials, and any required preceding work. It is not useful if it creates another half-finished zone.
Track changes to release dates and explain what moved with them. This gives the owner a current schedule instead of a baseline document that no longer describes the site.
Hand areas back with a defined review
The owner should know what “ready to return” means for each area. A handback can include cleanup, operating checks relevant to the scope, photographs, punch review, keys, protection removal, and a record of items that remain open.
For occupied properties, the property team controls communication that the area can return to use. For vacant properties, handback may mean releasing the area to the next trade, inspection, leasing preparation, or owner walk.
Make the handoff visible in the schedule. Completion of a trade task is not always the same as acceptance of the area.

- What paths and building functions must stay open?
- What work hours, event dates, deliveries, or shutdowns affect the plan?
- How many areas can the property support under construction at once?

- Which alternate areas are truly ready if access changes?

KIBA treats that condition as a field input that drives access and sequence. A project should not be labeled simply “occupied” if large areas can be released independently.

Is an occupied project always slower?
Not automatically. Occupancy changes access, protection, communication, shutdown, and handback requirements; the schedule must reflect those actual constraints.
Who should communicate with residents or building users?

What happens when a released area is not ready?
The schedule should include a documented recovery path: hold, resequence, reduce the release, or return after the owner resolves the constraint.
